Under Scotland's Climate Change Declaration (SCCD), all 32 local authorities in Scotland have committed to developing and sharing plans of how they will reduce greenhouse gas emissions and adapt to climate change.
Local authority action will be key to meeting the emisions reduction targets set out in the Climate Change (Scotland) Act 2009.

The Energy Saving Trust is the UK's first Supporting Structure for the EU Covenant of Mayors, a commitment by local authorities to go beyond the objectives of EU energy policy in terms of carbon dioxide reductions.
